Exchange Council Election 2025

Welcome to the website for the Exchange Council Election of Eurex Deutschland.

In the second half of 2025, the Exchange Council of Eurex Deutschland will be elected for a new term. We will keep you informed about the election of the Exchange Council of Eurex Deutschland on these web pages. Information on the election of the Exchange Council of Frankfurt Stock Exchange can be found on the websites of Frankfurt Stock Exchange (https://www.deutsche-boerse.com/dbg-en/markets-services/trading/frankfurt-stock-exchange/exchange-council-election).

The composition of the Exchange Council of Eurex Deutschland and the election procedure are stipulated in the exchange regulation of the State of Hessen dated December 16, 2008 (GVBl. I p. 1061), last amended by provision dated July 18, 2025 (GVBl.2025 Nr. 43).

An Election Committee appointed by the Exchange Council is responsible for the preparation and management of the Exchange Council election. All announcements concerning the election of the Exchange Council will be published – unless otherwise communicated – on this website as well as in the Börsen-Zeitung (German nationwide newspaper for statutory stock exchange announcements).

The election calendar, all announcements as they are made, the voter list as well as – in due course – the election result will be published on these pages.

Schedule

The Election Committee has determined November 24, 2025 (12.00 a.m.) to November 28, 2025 (12.00 p.m.) as the election period. The dates of the current election process are based on the exchange regulation.

Postal vote

The election will be conducted by postal vote.

The vote is secret. The postal voting documents will be sent to eligible companies in due time prior to the start of the election period and must be received by the Election Committee until November 28, 2025. They can either be sent by post or they can be submitted to the office of the Election Committee. Voters must ensure that they submit their ballot papers in time to meet the deadline. Any voting documents received after the above-mentioned deadline cannot be considered.

Voter lists

The following voter groups and subgroups ("groups") will hold the following number of seats on the Exchange Council of Eurex Deutschland:

1. credit institutions –– admitted to exchange trading

    subgroups:

a) cooperative credit institutions 1 seat

b) credit institutions under public law 1 seat

c) other credit institutions 6 seats                                          

2. Financial service companies, investments firms and other companies admitted to participation in exchange trading 8 seats 
 

3. Investors* 2 seats

 *) Subject to their approval, the investor representatives will be nominated by the Election Committee and shall be by-elected by the newly elected Exchange Council with a simple majority of votes. This shall occur without undue delay, however not before the first meeting of the Exchange Council.

Franchise and Voting Right

All companies admitted to exchange trading at the beginning of the display of voter lists are eligible to vote. Companies that have lost their admission to trading on the exchange prior to the election period, lose their entitlement to vote.

In the period from October 20, 2025 to October 24, 2025, from 9:00 a.m. to 5:00 p.m., the Election Committee will publish lists of eligible companies for each voter group in the offices of

The voter lists will also be available on this website. Upon request, the Election Committee will inform individual eligible companies about the allocation to the different groups in writing or electronically.

Objections to the voter lists may be raised to the Election Committee no later than the end of October 31,  2025.

As of August 12, 2025, the Election Committee will publish preliminary voter lists on the Internet. Hence, companies eligible to vote may check their voter list entries in advance. The Election Committee asks all companies eligible to vote to submit their amendments to the preliminary voter lists until September 26, 2025.

The Election Committee asks the groups to submit election proposals for the respective groups by no later than September 26, 2025.

Nominations for the election of the Exchange Council can be submitted both in writing and electronically. To submit your nomination electronically, please request access by contacting boersenratswahl@deutsche-boerse.com.

Late submissions will not be considered. The number of members to be elected for each voter group can be found in paragraph 4.3 – Voter Groups.                                                                                               

The nomination must contain

  • the name of the group for which the nomination is made
  • the name of the nominated person and his or her declaration of consent including the documents named in Section 10 (3) in conjunction with Section 1 (2) of the Exchange Regulation (filled out form for the suitability profile and complete curriculum vitae with information on a monthly basis
  • the name of the company represented by the nominated person

Moreover, the nomination comprises either

  • excerpts from the central trade registers and criminal records of the states in which the proposed person for election has been resident in the last ten years
  • or, if such a document is not issued in the respective country, an official certificate of non-infringement
  • or, if such a document is not issued in the respective country,
    a self-declaration as to whether any criminal convictions have been committed in connection with the provision of financial services or due to fraudulent actions or misappropriation.

Only one person authorized to represent per eligible company including companies affiliated with such company within the meaning of § 15 Stock Corporation Act shall be nominated.

The Election Committee will review the validity of nominations.

Eligibility

Eligible are representatives of companies which are part of at least one of the voter groups at Eurex Deutschland listed under number 4.3. These are

  1. in the case of companies operating in the legal form of sole proprietorship, the proprietor,
  2. in the case of other companies, the persons who are responsible for managing the business and authorized to represent them in accordance with the law, the by laws or articles of association.

Persons who are authorized to manage the business of a company’s domestic branch and act as its representative are also eligible if they are listed in this capacity in the commercial register. Provided the eligible person represents a trading participant, they must have the required professional expertise in order to conduct transactions on the exchange.

Persons who

  1. are owner of a company or member of a body authorised to represent a company which operates an exchange or multilateral trading system at home or abroad or which is, within the meaning of § 15 Exchange Act affiliated to the operator of an exchange or a multilateral trading system, or
  2. are member of the Management Board of an exchange or operator of a multilateral trading system at home or abroad

are not eligible for election.

Market Status

XEUR

The market status window is an indication regarding the current technical availability of the trading system. It indicates whether news board messages regarding current technical issues of the trading system have been published or will be published shortly.

Detailed information about incident communication, market re-opening procedures and best practices for order and trade reconciliation can be found in the chapters 4.2, 4.3 and 4.5, respectively. Concrete information for the respective incident will be published during the incident via newsboard message. 

We strongly recommend not to take any decisions based on the indications in the market status window but to always check the production news board for comprehensive information on an incident.
